I believe it was a fellow by the name of Ken Bowles, along with a bunch
of his students.

[My recollection is hazy, but I believe that UCSD Pascal was sold by
Softech Microsystems on the west coast, which was related somehow to
the parent Softech in the Boston area which did compiler contract
work, largely for the government. -John]
