Ok my suggestion is Eiffel and I'm thinking of SmallEiffel
After a friendly message of the moderator, I have to edit this
Smalleiffel support 6 out 7 mentioned points. The only one missing is
dynamic module loading. For Windows programming you have different
possibilities, e.g fensestra, GRAPE ...
