Function bit.tonumb  
Converts an array (numericallyindexed table) containing binary bit values to a number (the inverse of bit.tobits)  
Syntax  bit.tonumb(table bit_tbl) 
Returns  int the number resulting from the conversion of bit_tbl from binary
