Depends on the kind of things you're looking to do. The answers are
different depending on whether you're interested in OO, functional,
C/Fortran, or parallel compilation. Go to the library dig up recent journals
and conference proceedings in the areas you find interesting.

lists all the various ACM sponsored conferences and journals.
P.S. When looking at PhD programs the imporant thing to remember is that
schools are just a place where good researchers/advisors hang
out. You're looking for a group of good researchers/advisors they can pop up
in lots of places that may not be "top".
