lcc-win32, a free C compiler system for windows 95/NT can be downloaded
from:

This compiler system has all you need to compile programs under windows,
header files, libraries, IDE, etc.


It supports the MMX instruction set of the new Intel processors with a set
of intrinsics. This makes this compiler (for the multi-media operations) one
of the fastest around...


Complete source code for the compiler is provided with the distribution.
