Dec has published a discussion of some of the problems in parsing

There is a publicly available Fortran90 grammar for a compiler
generator at
http://www.cs.colorado.edu/~eliuser/fortran_html/Scan.html
The "compiler" generator that uses the grammar, ELI, apparently has

however the links to Germany and Australia did not work when I tried
them out.
The Sage++ compiler development system apparently has Fortran 77/M
