I seem to recall Dr. Les Hatton of Programming Research Ltd. offering
one useful metric for the quality of language specifications: the
number of requests for clarification the committee receives
afterwards. Admittedly, this doesn't help the languages already
published, but it provides a scale for showing what worked best in the
past.
