You may be interested in looking at the "sam" editor, from att.com. It
uses Unicode and UTF, and includes a fairly powerful regexp package.
Sam is freely redistributable, but not public domain, so may not suit
you. I'm sorry that I don't have a direct FTP address - it used to be
ftp://research.att.com/dist/sam/bundle.Z, but it appears to have moved.
