Try Norman Ramsey's thesis on the design and implementation of a
retargetable debugger. Get it from
      bellcore.com:pub/norman/thesis.ps.Z, or,
      csservices.princeton.edu:reports/1992/403.ps.Z


Then there's Vern Paxson's "A Survey of Support For
Implementing Debuggers". If you want a postscript copy, lemme know,
and I can email it to you.


Both have a good bibliography section.
