My DOS port (16 bit) of flex 2.5.1 is immediately oavailable as

ftp://oak.oakland.edu/SimTel/msdos/gnuish/flex251x.zip

and the source (same exact files as the official distrib, just in
a zip file with 8.3 files)

Even though flex ain't gnuish, that *is* the directory where people look
for it :-)
