      The report describes a compiler writing system named MT. The MT system
distinguishes itself from the other metatranslators in its use of unique
algorithms that extend the attribute grammar concept to include global and
subtree information which, in turn, support the creation of alternative
parse trees that reflect existing system dynamics. This novel approach
significantly enhances MT's capability by enabling it to accommodate
non-procedural, as well as standard procedural languages. Because MT is
specifically designed to handle non-procedural, problem-specific
languages, it can provide organizations with a cost effective method for
constructing specialized language compilers tailored to individual problem
domains. Authors provide a unique insightful theory that supports
reasoning about the complexity of non-procedural languages and their
degree of non-procedurality. In addition to this the report has a
description of a few non-conventional approaches to problem solving on the
base of MT. The dialogue systems development, deductive program
synthesis, hierarchically layered database schemes are discussed as the
examples.
