partial preprocessing of C header files

Does anyone know of a tool to do partial preprocessing of C header
files? By this I mean a tool that takes as input a header file and a
set of definitions (a subset of those relevant to the header file) and
produces as output a new version of the header file simplified
according to the definitions given.
