Peter Jefferies was asking about a macro language called ML.

Peter Brown designed and implemented a macro-processor called ML/1 which was
implemented in a a language which he called ML. His macro-processor was fairly
portable and ended up on a fair variety of machines. The macros seem to fit
the list of requirements.

He also wrote a book about it - I think it was called `Macro Processors',
by P. J. Brown. probably published by Cambridge Univ. Press.
