I got PREP when I bought the BISON (GNU's yacc workalike) Msdos port
from Austin Codeworks (acw!info@uunet.uu.net, voice (512) 258-0785, BBS
(512) 258-8831, fax (512) 258-1342). I'm not sure if PREP "always"
comes with BISON, but ACW sells them together for $35, postage and docs
included.
