May I suggest to have a look at Open Watcom, see
http://www.openwatcom.org (and join the openwatcom.* newsgroups at
news.openwatcom.org). I know there is at least one person active on
the newsgroups using Open Watcom for 16-bit embedded work. And as Open
Watcom is Open Source there is a chance to modify the compiler to fit
your needs.
