It's just not finished yet. I asked Jeffrey Ullman about the book a
couple of months ago. He didn't say 2007 back then, but who knows?
Finishing a book is a big job. Just look at the "Optimization in
Compilers" book by Fran Allen, Barry Rosen, and Kenneth Zadeck.
Promised a decade ago...
