The lcc-win32 debugger is available for customization projects.
It can be downloaded at no cost from
http://www.cs.virginia.edu/~lcc-win32
The rest depends on your budget and your specific setup.
If you want to support C++ a customization is possible for a specific
compiler and debug info.
