AFAIK the documentation is available only with the .NET SDK. The SDK
can be downloaded from the MS pages, but it has 86 MB, and I gave up
wit transfer rates of 400 bps :-(
But I also found it on a CD :-)
You also should have Win2000, otherwise you must unpack everything manually.

Latest rumors say that about 30 languages (compilers) shall become available
with the .NET SDK. In the first version only C# and Java compilers had been
included.
