I also searched the same kind of tool and come to the same conclusion:
nothing useable.
I recently found some others url but not checked if they are still
valid or tested their product.

    but their converter was not upgraded.
* C to Pascal Workshop at:

* i think there was a project of converter at
    <http://www.delphi-jedi.org/>
* HeadConv from DrBob to translate headers (.h) only
    <http://www.drbob42.com/tools/index.htm>
    this last seem to work according to others people.
