What I'm trying to do is implement something that behaves like the
Cisco IOS command line.


ATTENTION Product makers out there. There are no products (that I'm
aware of) that will allow you to easily create a Parser that recognizes
an IOS-like grammar. There are a LOT of networking startups that would
like such a product. Get working!
