You might try the Aztec C compiler from Manx Software Systems.
I was one of the developers of this compiler. Our compiler produced
small code.


I do not have a current phone number, but they are located in
Freehold New Jersey at last report. Many of our users were doing
embedded systems and need to rom their code. This appears to be your
need.
