I think that is correct. Freely available early versions are (or were)
available from


          ftp.ira.uka.de:/pub/programming/cocktail
          144ftp.info.uni-karlsruhe.de:/pub/cocktail


and Josef Grosch had the address grosch@cocolab.sub.com.


I don't know any Linux-specific details though.
