For my M.S. thesis I am developing a C library which allows for data
conversion between Tcl, Emacs Lisp, and Smallktalk. C and prolog were
planned but not implemented.

I have just read Sussman's "Structure and Interpretation of Computer
Programs" and learned that metalinguistic abstraction is an active area of
research.

What schools offer Ph.D research in this? It appears that the most
interest for this is in Scotland and England.

I would prefer (group) theoretical research on how to unify multiple
languages but I have not had many theory courses except for the course in
program semantics/temporal logic that I am taking this semester.
